Yes. It is outdated. IANA is responsible for IPv4 allocations. These 
allocations change, and the reserved networks file needs to be updated 
whenever allocations change. FIAIF uses the list of reserved networks to 
guard againt IP spoofing.

You should run 'fiaif-update update' to retreive a new version of the 
reserved networks file.
