[ANNOUNCE] FIAIF version 1.20.0

While working on FIAIF2, I had a bit of a problem with the traffic 
shaping not performing as well as I wanted, so this release has some 
major changes to the traffic shaping system.

Traffic is now split into three classes:
   Interactive: Minimum 50% of total bandwidth.
   Normal: Minimum 30% of total bandwidth.
   Bulk: Minimum 20% of total bandwidth.

If one class does not use all its bandwidth, it is distributed to the 
other classes in a strictly prioritized manner. Also, bandwidth 
specified in the zone files, should now be based on theoretical 
bandwidth, and will calculate effective bandwidth.

Furthermore, the CFQ scheduler has been removed, so please update your 
zone files.
