[ANNOUNCE] FIAIF version 1.21.0

This release contains some small bug fixes as well as a new traffic
shaping system based on the HSFC scheduler (Hierarchical Fair Service
Curve), which gives much better results than the HTBN scheduler. The
HSFC traffic shaping in FIAIF has been optimized to work with VoIP setups.
