I don't know about Ubuntu, but as a maintainer of FIAIF package in ALT
Linux, I does't see a big problem to have an outdated reserved_networks
file in the package.

After default FIAIF installation the fiaif-update script should be
called by a cron, and within a day the current version will arive and
replace an outdated one from package - so it quite safe to have an old
version in the official fiaif_1.21.1.tar.gz (v1.25 from 2006/10/15) or
in ALT .rpm (v1.30 from 2008/17/02) or some else in Ubuntu .deb.

If something broken in automatic update procedure, You can file a bug
into Ubuntu bugtracking system.
