Need help specifying some UDP rules.

I'm running with 1.9.2 and I have a problem specifying UDP stuff. Here's
what's happening in syslog:
Feb 23 14:59:58 saturn last message repeated 3 times
Feb 23 14:59:58 saturn kernel: [FIAIF_MARTIAN]:IN= OUT=eth1
SRC=192.168.0.4 DST=192.168.0.255 LEN=78 TOS=0x00 PREC=0x00 TTL=64 ID=0

Since I'm the SRC address, I assume that the rule to affect this is the
OUTPUT rule. Here's my output udp rule:
OUTPUT="ACCEPT udp 1:65535 0.0.0.0/0=>0.0.0.0/0"
Can someone tell me what I'm missing?
