Need help specifying some UDP rules.

I'm running with 1.9.2 and I have a problem specifying UDP stuff. Here's 
what's happening in syslog:

Feb 23 14:59:58 saturn last message repeated 3 times
Feb 23 14:59:58 saturn kernel: [FIAIF_MARTIAN]:IN= OUT=eth1 
SRC=192.168.0.4 DST=192.168.0.255 LEN=78 TOS=0x00 PREC=0x00 TTL=64 ID=0 
DF PROTO=UDP SPT=137 DPT=137 LEN=58 
Feb 23 15:00:00 saturn kernel: [FIAIF_DROP]:IN=eth0 OUT= MAC= 
SRC=209.6.241.147 DST=209.6.243.255 LEN=78 TOS=0x00 PREC=0x00 TTL=64 
ID=0 DF PROTO=UDP SPT=137 DPT=137 LEN=58 

Since I'm the SRC address, I assume that the rule to affect this is the 
OUTPUT rule. Here's my output udp rule:

OUTPUT[3]="ACCEPT udp  1:65535  0.0.0.0/0=>0.0.0.0/0"

Can someone tell me what I'm missing?
